Romania's budget deficit stood at 3.39% of GDP after the first five months of 2025, a slight decrease compared to 3.41% of GDP in the similar period last year, according to data published on Friday by the Ministry of Finance.

The Ministry of Finance noted that the deficit amounted to RON 64.23 billion (€12.91 billion), representing 3.39% of GDP, compared to RON 60.10 billion (€12.08 billion), or 3.41% of GDP, for the first five months of 2024.

Total revenues amounted to RON 256 billion (€51.48 billion), marking a 13.6% year-on-year increase. This growth was driven by both the advance in current revenues—primarily from salary and income tax, social contributions, and excises—and the dynamic of revenues from EU funds.

Total revenues increased by 0.7 percentage points (+0.5 pp for current revenues and +0.2 pp for European funds).

Meanwhile, the consolidated general budget expenditures, totalling RON 320.23 billion (€64.40 billion), rose by 12.2% in nominal terms compared to the same period of the previous year.

Expenditures showed an increase of 0.7 percentage points compared to the same period in 2024, rising from 16.2% of GDP to 16.9% of GDP.

EBRD downgrades 2025 growth forecast for most CEE countries

The European Bank for Reconstruction and Development (EBRD) has cut its 2025 growth forecast for its regions by 0.2 percentage points to 3.0%, with a moderate rebound to 3.4% expected in 2026. This follows a similar downgrade in February and reflects mounting global headwinds, including rising trade policy uncertainty, softening external demand, and newly imposed tariffs.
